Freetown, Aug. 29, 014 (MOHS) – The Ministry of Health and Sanitation wishes the general public to know that as part of the Free Health Care Initiative, Free Birth Registration has been instituted for all under five children in the country.

The cost and services of births and deaths would take effect as at October 27, 2014 with Free Birth Registration from 0-5 years, Free Death Registration from 0-1 month and late registration for ages 5-10 years at the cost of Le 10,000. The requirements in respect of the Free Birth Registration, Free Death Registration, and late registration fee, include Affidavit, photo of informant or parent and a photo copy of identification card.

The other service charges include late Death Registration, Delayed Registration, Death Registration, Birth Registration, and Overseas Death Registration cost.

According to the Health Sector Reforms, late death registration from one (1) month to six (6) months is slated at Le5,000 with the provision of Affidavit, photo of informant or parent, and an identity card. Delayed Registration from 10 years to less than 18 years now cost Le5,000. Death Registration from 6 months to 12 months Le10,000, Birth Registration from 18 years and above, and Death Registration after one year pays a fee of Le100,000. Overseas death service cost is Le10, 000. Certified true copies are estimated at first copy Le50, 000, second copy Le 100,000 and third copy and subsequent copies Le100, 000.

In the event of Birth Registration for 18 years and above and death registration after one year, a Police Clearance, photocopy of informant identity card, Affidavit and an approved application from the Chief Registrar must be produced for certification.

Birth and Deaths Registration was established in 1791 by the Colonial Administration and has evolved through the years to present. Until 1983 Act No. 11 of 1983, the Births and Deaths Administration was not revenue generating department. But the 1983 Act introduces fines that were appropriate at that time hence to cope with the cost of printing of documents and to meet with the economic situation among other key challenges; the fines were updated in 1988.
