Findings by this press revealed how Bowenson Phillips received Le151 million for the conduct of a workshop at the Hillside Hotel.
Sources say expenditure for such a workshop did not harmonize with the amount received by Bowenson.
City Council sources say over 200 workers languished without pay, yet, Mayor Herbert Williams and his Chief Administrative officer withdrew and used money from funds of the City Council.
The suspension of Bowenson, we are told, was due to protest by some 40 councilors, who see the withdrawal of Le151 million as uncalled for and a complete misuse of public funds.
Efforts to have Bowenson Phillips and Mayor Herbert Williams comment on the allegation as reported proved futile.
