NATIONAL SOCIAL SECURITY AND INSURANCE TRUST (NASSIT)

PROCUREMENT NUMBER: NASSIT/ADMIN/SS/NCB/012/004

1. The Trust maintains headquarters building at 32 Walpole Street, Freetown, West regional office at Old Parcel Post Building at Government Wharf in Freetown, three offices in Makeni, Bo, and Kenema and a sub office at Kono. The Trust is in the process of securing the services of a competent cleaning firm to upkeep the said facilities at the various locations. The Trust has therefore allocated funds toward the cost of cleaning the office facilities in order to provide a congenial working environment for staff and guests of the Trust and intends to apply a portion of this funding to eligible payments under this Contract, reference number: NASSIT/ADMIN/CS/NCB/012/004

2. The NATIONAL SOCIAL SECURITY AND INSURANCE TRUST now invites proposals to provide the following services: regular cleaning and proper disposal of waste and keeping the office building at the various locations in a manner conducive to conducting corporate matters of the Trust.  More details on the services are provided in the complete bidding document.

3. Bidding shall be conducted in multi-stages. A firm will be selected under Least-Cost Selection Method and procedures described in the detailed Bidding document.

4. Bidders may obtain complete bidding documents at the PROCUREMENT OFFICE, 2ND FLOOR, NASSIT HOUSE, 32 WALPOLE STREET, FREETOWN BETWEEN  9AM -5.00 PM from MONDAY TO FRIDAY except on public holidays. Bidding Documents may be purchased upon payment of a non-refundable fee of Le1,500,000.00 at the FINANCE DIVISION OFFICE, 2ND FLOOR, AT THE SAME ADDRESS, and submission of receipts o the PROCUREMENT OFFICE on the same floor.

5. Sealed bids must be delivered to the address below  in two separate envelopes marked on the outer envelope TECHNICAL PROPOSAL – CLEANING SERVICES in one envelope, and in another envelope containing the FINANCIAL PROPOSAL also marked accordingly.

6. The bids must be submitted on/before 1200hrs on the 6th March 2012.  All bids must be accompanied by:

  • A valid NRA tax Clearance Certificate
  • A valid NASSIT Clearance Certificate
  • Bid Security – LE 5Million from a reputable bank
  • A valid business registration.

7. Bids will be opened on Tuesday, 6th March 2012 at 1200 hours in the Board Room, 3rd Floor at NASSIT House, Freetown, in the presence of bidder, or their representatives who wish to attend.

8. Late bids will be rejected and returned unopened to bidders.
